Inflates rectangle by moving its sides away from its center.

Parameters

| r | Specifies the number of units to inflate the right side of rectangle. |
| t | Specifies the number of units to inflate the top of rectangle. |
Return Value
If the operation ends correctly, it returns true otherwise it returns false.
